Some minor amendments had been made to the draft regulations which had been approved in principle at the October Council meeting and the chairman of the Registrar's Committee, Owen Binchy, sought and obtained the Council's approval for the new regulations. Tribute was paid to the Chairman of the Conveyancing Committee, Colm Price, and the other members of the committee who had succeeded, through protracted and at times difficult negotiations with the lending institutions, in establishing a new standard certificate of title. This would be a tremendous boon to all conveyancing solicitors. The former Chairman of the Criminal Law Committee, James MacGuill, reported that the Government was considering the introduction of a public defender scheme. The committee was of the view that such a scheme was undesirable and would be unfair to accused persons. Council's approval was given to engage in a campaign against the scheme. 11. Conveyancing 12.
