1 See Scannell, Environmental and planning law in Ireland , (1995), 484-6. 2 Waste Management Act, 1996 (Commencement) Order, 1996 ( SI 192). The provisions which have not been commenced relate to the revocation of statutory instruments implementing EC waste law, to the transfer of waste in accordance with the duty of a holder of waste and to civil enforcement and remedies. 3 See, for example, the powers of the Minister concerning prevention, recycling and packaging waste. 4 Other aspects are considered in more detail in Meehan, The Waste Management Act, 1996 : The Last Green Bottle', (1996) Irish planning and environmental law journal 59. 5 There are exceptions. Recovery of sewage sludges and agricultural wastes is subject to the less stringent requirements of section 51; local authorities do not require permits for waste collection. 6 Certain minor offences specified in section 10(2) may only be prosecuted summarily. 7 This revocation has not yet come into operation; see the 1996 Commencement Order. This will only become possible once the appropriate regulations are made by the Minister. 8 See Brassil. The interface between planning and IPC - after Masonite', (1996) IPELJ 20; Brassil, 'Waste management and land use planning - an overview of the issue in the context of the Dublin waste crisis', (1996) IPELJ 53 and Meehan, 'Gateshead revisited: overlaps in Irish planning and environmental pollution control', (1996) Irish Law Times 235.

Representations were made to the Minister for Education regarding what we perceived as the unfair stipulation that an apprentice should not have completed a post-graduate course in order to qualify for a local authority grant to attend the Law Society's professional and advanced courses. The Minister has gone some way in addressing our concerns by ruling that attendance at an ESF funded course will not debar an apprentice from qualifying for a further grant. This of course means that attendance at a course for which no such funding is available remains a bar to qualifying for a grant. A meeting has now been sought with the Minister to discuss this matter, and the grant system generally, which now takes on an added importance in the light of the extended duration proposed for future professional courses. The 'SADSI Apprentice Welfare Pack' has been completed and distributed among students currently attending the 42nd and 43rd professional courses. The welfare pack contains useful information in relation to tax, grants, PRSI entitlements, the Ulster Bank Apprentice Loan Scheme and student cards. Copies of the welfare pack can be obtained by contacting our welfare officer, Fintan Lawlor, at Sean Gallagher & Co, Solicitors. congratulate Conor O Briain of TP Robinson, Solicitors, who won this year's Gold Medal Competition for Composition with an essay entitled 'The Council of Europe, freedom of expression and the Report of the Constitution Review Group'. The winning speaker will receive a specially commissioned gold medal and a cheque for £75 and those interested in participating should contact our debates convenor, Seamus O Croinin, at A&L Goodbody, Solicitors.
