A further difficulty arises in that, whereas the Act provide for the organisation and supervision of Community Service Orders by the Probation and Welfare Service of the Department of Justice, it is difficult to see, how in view of the existing workload this additional burden could be absorbed by this Service, it is quite clear that a great deal of organisation and supervision will be required and that extra facilities and staff will be needed to ensure the smooth operation of the Community Service Order procedures. However, in view of the current embargo on public service recruitment appointments and the general cut back in Government expenditure, it may be some time before the provisions of the Act are made fully operational. • HANDWRITING Mr. T.
