exclusively or at all. Formerly the County solicitors were invariably employed on the basis of taxed costs but of recent years the practice has been to fill appointments as they become vacant through the Appointments Commissioners the successful can– didates being remunerated by a fixed salary. A deputation from the Council recently attended at the Custom House to interview the Assistant Secretary of the Local Government Department. It was urged on behalf of the Council that in all part-time appointments where the solicitor provides his own office and staff with the right to carry on independent practice the terms of the appointment should be on the basis of taxed solicitor and client costs, and that the system of appointing solicitors to part-time positions on salaries should be discontinued, as being unfair to the profession. The position is different in regard to whole-time appointments where the solicitor is provided with free office accommodation and staff. It was also suggested by the deputation that the positions of solicitor to a County Council and solicitor to an Urban District Council within the County area should not be amalgamated having regard to the likelihood of a conflict of interest arising in matters such as malicious injuries claims. While the Assistant Secretary was not prepared to commit his Depart– ment to any particular course of action, it is thought that the representations made on behalf of the Council on the above matters will have some effect. The representations from the Council, referred to above, have a direct bearing on the proposed appointment of a solicitor to the Offaly County Council and the Tullamore Urban District Council. This advertisement was also criticised on the ground that the salary offered is expressed to include travelling and subsistence expenses in Courts situate in the County of Offaly and it was suggested that whether the appointment is made on the basis of taxed solicitor and client costs or of a salary the solicitor should be paid his travelling and sub– sistence expenses in addition to his remuneration. LEGAL APPOINTMENT MR. TIMOTHY P. COFFEY, Solicitor, of Dundalk, has been appointed a Justice of the District Court in succession to the late District Justice Meagher.
