other, Judge Moonan, is for the greater part of each year engaged in Circuits 3 and 5, the business in each of these Circuits being more than can be disposed of by one Judge. Whenever Judge Moonan is not so engaged he has, since his appointment, been assigned to assist in Dublin. Whilst the Minister is aware that the civil business in the Dublin Circuit is somewhat in arrear, he is not satisfied that the volume of such business is sufficient to occupy the entire time of two Judges.
